The Region III NASES meeting was held at TJ’s in Norfolk and opened with introductions. The following people were in attendance: Larianne Polk, ESU #7; Jason Harris, Columbus Public Schools; Shelly Skogstad, ESU #1; Rita Hammitt, NDE; Pete Biaggio, NDE/ESU #2; Dennis Radford, ESU #17; Misty Beair, Wayne Community Schools, Theresa Ferg, ESU #2; Greg Prchazka, NDE; Darrus Mettler, ESU #8; Frank Hebenstreit, Norfolk Public Schools; Joyce Olson, Boone Central, Stuart Clark, ESU #1, and Jean Bierschenk, Secretary.

Larianne distributed several hand-outs and reported that future hand-outs would be available on the Wiki site: www.regioniii.wikispaces.com . Everyone in Region III will have viewing rights. If anyone wants/needs editing rights, contact Larianne.

Greg Prchaska from NDE gave a detailed explanation on the Final Financial forms. Specifically, on page 2 of Section 9 of the Birth-5 report, there is a change on the funding summary. Basically, it is a recap of what was spent. In other words, 9.6 should equal 8.3, just further breakdown of what was spent. Same is true on the Transportation Claim for reimbursement – Section H is the same as Section 9. Any Base funds left over from the Birth-5 can be used on the Transportation or School Age programs. Greg explained that if a Special Education bus was purchased with IDEA funds, you do not include it on the dollar side, but must list the bus and vin numbers with no depreciation amount listed. He suggested if there was a question on trading in special education buses they should be directed to Henry Rodriguez at the department of education. There were no specific changes for the school-age reimbursement claims. IDEA Base monies are to be for reimbursable expenses only per Rule 51.

Greg stated that the chart of account numbers will be coming out in a couple of weeks. Some of those numbers have been changed and some have been added.

Larianne gave a short recap of the Administrator Days Executive Board meeting report. Budgets for the Regions should be same as before – approximately $300.00. Nebraska had more volunteers than needed for the Special Olympics. This was a great showing for Nebraska. The Learn & Serve dollars went to support the Torch Run. Stuart Clark mentioned a video would be coming out on the Special Olympics.

In addition to the dates listed on the agenda, the following were announced:
Regional Workshop – October 19 at North Platte
Regional Workshop – October 20 at Lincoln
Barbara Bateman will be the presenter

SPED Director Conference Call August 31st 9:30 a.m.

New user training for Ames Web – at ESU #1 August 30 and August 31st (Tuesdays will deal with better IEP’s. Sign up on the ESU #1 web-site.

MAP training – “What to do to build better IEP’s” will be scheduled in the near future at ESU #1.

KU Teach strategies at ESU #1 – eligible for graduate hours will be scheduled sometime this fall at ESU #1.

Co-teaching class will be scheduled by ESU#1. Looking at doing distance Learning.

SRS training can be scheduled through Wade at the SRS Help Desk. It was noted that on page 6 of the IEP, there is not a drop-down for orientation and mobility as well as not having an option for Deaf Ed. Stuart reported that new program language is being developed and will be available soon with the ability to add more features.

It was suggested that facilitators double-check NDE’s calculations on ILCD determination notices as errors have been discovered. Next year it will be electronically calculated, which should eliminate this issue.

No discussion was held on RtI.

Billing will be forthcoming for LB 1087 and non-public schools.

Beginning this year, only those doing a file review will be audited on the 45-Day accountability for ILCD .

September 16th is scheduled to review NDE Rule 24 – SPED Endorsements from 12:30 – 4:30 p.m. at the Cornhusker Hotel in Lincoln. RSVP to Laurie McEntarffer by September 9th if planning to attend.

Reminder – last week in September is the student count. Count only those students whose FTE is greater the 3 hours per week.

Theresa Ferg noted that the SCIP Grant is to be out the first of September.

Larianne updated the list serve for the Region III members.

Rita Hammitt reported there is new information on the Technical Assistance document.

Larianne reported on the new ESU #7 SPED building being built in Columbus. Bids will go out in about 3 weeks and should start construction last of October or mid-November.

Next meeting is October 8, at TJ’s in Norfolk at 12:00 noon.
